Competition

Customers may seek competitive quotations for some of the work required to make a new connection to WPD’s electricity distribution system.

Contestable work

'Contestable' work can be carried out by WPD or alternatively by an Independent Connections Provider (ICP).  The ICP must be registered with Lloyds Register EMEA under the National Electricity Registration Scheme (NERS) and approved by WPD to carry out such work.  The work is generally associated with laying the cable, jointing and plant installation.

Non-Contestable work

'Non-contestable' work can only be carried out by WPD, or by agents working on our behalf.  Generally, this applies to work associated directly with the physical connection to the distribution network, including tasks such as determining the point of connection and design approval.

National Electricity Registration Scheme (NERS)

A customer may appoint a connection provider to carry out some or all of the contestable work.  Connection providers wishing to carry out contestable work must first satisfy us of their competence.

We recognise those connection providers who are accredited under the NERS.  Lloyds Register EMEA is an accreditation and inspection body that has been appointed as scheme operator of NERS.  For more information regarding the scheme you can visit their website by clicking on the following link - http://www.lloydsregister.co.uk.

Adoption Agreement

If a customer and their appointed connection provider wish to carry out some or all of the contestable work and agreement has been reached with WPD to do so then each party will be required to sign up to an Adoption Agreement. 

The Adoption Agreement sets out the terms and conditions upon which WPD will agree to adopt the assets installed by the connection provider.

G81 National Framework Documents

In consultation with the electricity regulator, Ofgem, the Electricity Networks Association (ENA) has published a suite of agreed documents known as the G81 National Framework Documents.  These douments relate to common requirements for Design & Planning, Material Specification and Installation & Records.

Unmetered Public Lighting Connections

The Unmetered Triangular Framework was developed to facilitate competition in unmetered connections and mitigate the liability issues associated with Highway Authorities (HAs) contracting directly with Independent Connection Providers (ICPs).

The arrangements apply only to live jointing associated with street lighting service cables greater than 1m from the main as measured along the service cable.  Excluded from this process are jointing on or within 1m of the distributing main; work involving the shut down of the distributing main; emergency work or faults.

The contractual arrangements are dependent upon a set of bilateral contracts existing and remaining in existence between WPD, the ICP and the HA.  Please click for a specimen Network Access Agreement and Unmetered Adoption Agreement.

During the period September 2006 to April 2007 WPD undertook a trial of the Unmetered Triangular Framework in conjunction with one of the Highways Authorities in South Wales together with its contractor acting as the Independent Connection Provider.
